Case Overview
Louisiana redrew its congressional maps after the last census and a federal district court found them racially discriminatory in violation of the Voting Rights Act. Louisiana appealed, and in August 2025 the Fifth Circuit affirmed: the maps have to be redrawn. The VRA test for racial discrimination in redistricting is one of the most layered in American law, three preconditions followed by a nine-factor balancing test, which makes this case a clean demonstration of what it actually takes to prove that a political map crosses the constitutional line.
